How is that sign any more legal then attaching a flashing red light to the top of your car?
I get that they want other drivers to be cautious, but they’re clearly broadcasting their own intent to drive carelessly. “Watch my driving for me, because I’m busy with my phone.”
That’s totally different from how the “caution: frequent stops” sign is supposed to be used, as it is typically seen on vehicles performing official roadside business, such as postal trucks or construction vehicles.

Also, I think it’s actually a government project that will eventually herd people into a location for deportation.
